We heard from Amanda Dissel - Secretary for the Commission of Inquiry into Allegations of Police Inefficiency and Ineffectiveness in Khayelitsha and a Breakdown in Relations between the Community and the Police. We were talking about their preliminary hearing taking place next month. The commission will hold a preliminary sitting next month with further public sittings during January, February and March 2014 to avoid further setbacks after it was delayed for a year by litigation initiated by the Minister of Police and several other applicants. The preliminary sitting aims to create awareness about the commission and hopes to encourage people to contact the commission if they have any information or experience regarding the police in Khayelitsha. Their office will be open daily until November 29 th , 2013 between 09h00AM and 13h00PM for members of the community to make statements to Commission staff relating to policing in the area. In today's show, we spoke to Anika Barnard - A registered dietician at the Heart and Stroke Foundation to tell us more about who is at risk of having a stroke. This week marks Stroke Week and tomorrow is World Stroke Day. According to the Heart and Stroke Foundation, stroke is the 3 rd biggest killer in South Africa . The Foundation reiterates that stroke is a very real issue that many people are not aware of because of the belief that it only happens to older people, yet they are increasingly starting to see strokes in younger people too. Dr Ilana Steenkamp - Dermatology registrar at Groote Schuur Hospital and long time Psoriasis sufferer Alister Porthen also committee member of the South African Psoriasis Association joined us on the line to tell us more about living with Psoriasis. Tomorrow is also World Psoriasis Day which aims to raise more awareness about this condition. Psoriasis is a non-contagious skin disorder and it affects one to two percent of the population. Unfortunately there is no cure for Psoriasis, but many different treatments, both topical (on the skin) and systemic (throughout the body), can clear psoriasis for periods of time. In today's show, we heard from Cebo Kutuka - Assistant Director of the Enforcement and Inspection Services for the Department of Labour to tell us about the outcome of last week’s agricultural blitz and the upcoming Labour Imbizo for domestic workers. The blitz forms part of the department’s national work plan which seeks to address inspections in high risk areas as labour inspectors embarked on a series of inspections to different farms around the province. Last week’s agriculture blitz in Citrusdal , Western Cape focused on checking compliance with Occupational Health and Safety conditions and the Basic Conditions of Employment Act. Nashira Abrahams - Dispute Management and Prevention Commissioner at the Commission for Conciliation, Mediation and Arbitration or CCMA joined us on the line. We were talking about Constructive Dismissal. Constructive Dismissal is defined in Section 186(e) of the Labour Relations Act 66 of 1995, as: “ an employee terminated a contract of employment with or without notice because the employer made continued employment intolerable for the employee.” According to Labour experts, it is not for the employer to show that he/she did not introduce any intolerable condition - it is for the employee to show that he/she did. It is important for employees to ensure that they afford the employer a fair opportunity to rectify the “intolerable” situation, before they turn in their resignation and then claim constructive dismissal. Sanja Bornman - An attorney for the Women’s Legal Centre joined us to talk about the Shukumisa Campaign and it’s sceptism about the new bill for sexual offences courts. The Shukumisa campaign is a national coalition of 30 organisations working to combat sexual violence in one form or another, it was established in 2008. Members of the campaign are concerned about the potential of the proposed new bill for sexual offences to make a difference in rape prosecutions. They say the bill fails to address aspects such as ensuring that these courts will actually provide better quality service than ordinary courts which requires commitment to budgets over the long term, standards for quality in place and monitored by the department and parliament. According to the Breast Health Foundation, Southern Africa has the highest male breast cancer rate in the world as 2 out of every 100 people diagnosed with the disease are men . The Breast Health Foundation was founded in April 2002 and it aims to educate the public on breast cancer, breast health, increase breast cancer awareness and empower women. The foundation believes men do not seek help due to the stigma attached to breast cancer and therefore stresses that awareness and education is crucial because the disease does not discriminate against gender, age or race. We also spoke to Tereza Hough – CEO of the National Osteoporosis Foundation. Osteoporosis literally means porous bones. It is a condition in which bone tissue is reduced and the micro-architecture of bone is disrupted. This leads to an increased risk of fracture which usually involves the spine, hip or wrist. It is called the silent disease because it progresses undetected for many years and the first sign of this disease is usually a fracture. According to reports, more than one-third of women over the age of 50 and nearly half of those over age 70 are affected by this disease. Osteoporosis in men is on the increase, and one in 5 men will develop this disease. We also heard from Dr Mbongiseni Buthelezi - Senior Researcher at the Rural Women’s Action Research programme at UCT’s Centre for Law and Society. We were talking about the latest development regarding the Traditional Courts Bill. The Traditional Courts Bill was introduced by the Department of Justice and Constitutional Development in March 2008 on the basis that it would improve “access to justice” by giving proper recognition to the traditional justice system in a manner consistent with values in customary law and the Constitution. But activists objected to the Bill saying it is unconstitutional and should not be passed into law. It is reported that majority of provincial delegations opposed the Traditional Courts Bill but the National Council of Provinces’ Select Committee for Security and Constitutional Development decided to refer the Bill to the provincial legislatures for a third time. Learners are encouraged to bring their South African, green, bar-coded identity (ID) books or smart-card IDs to school with them during the Schools Democracy Week so that they can register to vote. Those learners who don’t have an ID document are encouraged to apply for one at their nearest Home Affairs office as soon as possible. Mr Sampson said the Schools Democracy Week programme will not disrupt the ordinary business of the schools.
